In 2006, IBM (NYSE: IBM) won a contract to upgrade Pennsylvania's unemployment compensation computer system.  More than a decade has passed, and according to Gov. Tom Wolfe, that system remains incomplete. "Pennsylvania taxpayers paid IBM nearly $170 million for what was supposed to be a comprehensive, integrated, and modern system that it never got," Wolfe said.
